What is changing

The UAE authorities have introduced a national programme for electronic invoicing. Who is affected, when and in what technical format are set by the authorities and may change.

In the official sources, an e-invoice is structured invoice data issued and exchanged electronically between supplier and buyer. A PDF, a scan or an email is not an e-invoice.

This page covers UAE e-invoicing only. Requirements in other countries are separate and are not described here.

Official sources

Rely on the official sources for scope, dates and technical requirements. This page is not official guidance.

The Ministry of Finance states that its e-invoicing portal is the only official source of information on the introduction of e-invoicing in the UAE. The Federal Tax Authority also publishes an e-invoicing page.

Ministry of Finance e-invoicing portal (https://mof.gov.ae/en/about-us/initiatives/einvoicing/): checked on 2026-10-23.

Key dates

We do not list dates on this page, because they are set by the authorities and may change. Check the official sources for the current position.

Who should pay attention

Businesses that issue invoices in the UAE should check the official sources to see whether and when the requirements apply to them. We do not state who is in scope on this page.

What to consider

Sensible steps whatever the final requirements for your business turn out to be.

  1. Step 1: Read the official sources

Check scope, dates and technical requirements as published by the authorities.
  2. Step 2: Review how you invoice today

Note which system creates invoices and where customer and product data is stored.
  3. Step 3: Tidy your data and records

Consistent customer details and clear product descriptions make any future change easier.
